The tax on uncultivated land of Moscow Region (Russia) will be raised ten times

The Governor of the Moscow Region Sergey Shoygu received approval for enactment of the duty for a land transfer from the agricultural category to another category with a rate of 30 % of the cadastral cost, also the land tax and the land non-cultivation fines were approved for increase.

Present time a land transfer from one category to another is free. Unofficial expenses usually amounts to 2 – 5 thousand USD for one hundred square meters and takes 2 – 3 years.

Moreover the duty shall be paid for the initiated by the land owner change of a permitted use, not only for the category change. It is not decided yet to what budget the duty should be allocated (local, regional or both). In the Region payment of the duty at rate of 30% will equal to about 35 thousand RUR for one hundred square meters.

The Governor proposes to increase the tax up to 3% of the cadastral cost and the fine from 100 thousand to 1 million RUR.
