The eighth Forum on Tax Administration OECD was first held in Moscow on 16 - 17 May 2013.
The heads of tax administrations from 43 OECD member countries, representatives of G20, as well as Chairman of the State Duma of the Russian Federation Mr. Sergey Naryshkin, Commissioner of the Russian Federal Tax Service Mr. Mikhail Mishustin, Director of OECD Centre for Tax Policy and Administration Mr. Pascal Saint Amans, OECD Deputy Secretary General Mr. Yves Leterme, FTA Chair Ms. Josephine Feehily, business leaders of the largest multinational companies in Foreign Investment Advisory Council headed by the co-chair of the Council, President of Ernst & Young Mr. Mark Weinberger, have come together to participate in the forum.
The agenda of the forum included important issues such as the improvement of the tax administration's largest multinational corporations, co-ordination of international efforts to combat the erosion of the tax base, output, income, fighting offshore tax evasion, as well as issues of innovative development of tax administrations in the world.
Mr. Sergei Naryshkin, addressing a welcoming speech to the participants of the forum, said that "Russia has adopted a number of laws aimed at solving the problem of removing profits in low-tax territory. The new regulation of tax control over transfer pricing consistent with the basic principles of OECD. The opportunity for the largest taxpayers to enter into an agreement with the tax authorities on pricing predicts the tax burden and reduce tax risks that is extremely important for investors. "
Mr. Michael Mishustin stressed that the problem of maintaining an appropriate level of tax revenues in a slowing economy is possible only on the basis of strengthening international cooperation in the tax area, involving mutual assistance in carrying out the functions of tax administration and improving tax transparency.
Mr. Yves Leterme, drew attention to the problem of tax evasion. He stressed that the chosen approach to the issue, involving the "prevention of erosion of the tax base and the withdrawal of profits in low-tax jurisdictions," requires the creation of new standards of tax administration and increase a transparency of tax authorities.
In a video address of the Russian President Mr. Vladimir Putin to the participants of the forum, he stressed that the Russian government is taking the necessary steps to eliminate the possibility of tax evasion through offshore zone and the possibility of legalization of illegal and crime-generated earnings and that all actions taken are based on the OECD recommendations.
Mr. Vladimir Putin also said that the Russian government has already taken a decision on the possibility of exchange of tax information with tax authorities in other countries and that the government, in turn, expects positive response of foreign colleagues.
At the conclusion of the Forum meeting the communiqué FTA was presented.
